The Watchful Eye Foundation will be initiating and maintaining a program called the "REWARDS PROGRAM".
It will entail initially a cash reward offered to anonymous persons who telephone or email the Watchful Eye Foundation with information which will lead to the arrest and conviction of the person's responsible for any GANG GRAFFITI.
The "REWARDS PROGRAM" is being created to combat the three major problems faced by law enforcement in generating information.
1. Fear of retaliation
2. An attitude of "not caring" about the community
3. Reluctance to get INVOLVED
The "REWARDS PROGRAM" resolves problems by:
*Offering people the opportunity to provide information in an anonymous manner
*Paying REWARDS when the information supplied leads to an arrest. All information will be verified by local law enforcement.
